Dubai reports surge in real estate valuations and permits in 2025
Digital governance tools enhance advertising accuracy and regulatory oversight
DUBAI – Dubai’s real estate services sector recorded notable expansion in 2025, reflecting the increasing maturity of the emirate’s property market.
Growth across valuation, permits and service offices has reinforced operational accuracy and strengthened transparency in transactions. The sector’s development highlights rising demand for regulatory and technical roles that support a more efficient real estate ecosystem.
The progress was evident in the expansion of valuation activity, increased permit issuance and the growing role of registration trustee offices. These segments continue to serve as key touchpoints for customers navigating Dubai’s property market.

Valuation growth
The real estate valuation segment saw sustained momentum throughout the year. Data from Dubai Land Department showed that the number of registered real estate valuers reached 133 by the end of 2025. This rise underscores the growing importance of professional valuation in guiding investment and financing decisions.
New registrations of valuers increased by 50 percent compared to 2024, reaching 33. The number of registered valuation offices also climbed to 68, including eight new offices. The expansion reflects a strengthening technical talent pool and increased capacity to meet demand for specialised valuation services.
Permit surge
Real estate permits issued for advertising and promotional activities rose significantly, increasing by 24 percent to 26,044 in 2025. The growth signals continued market activity and a broader range of marketing approaches within regulated frameworks.
This expansion has been supported by Dubai Land Department’s regulatory initiatives, including the Real Estate Advertising Governance Platform. The platform uses digital technologies and artificial intelligence to improve the accuracy and compliance of property advertisements across multiple channels.
Electronic advertisements accounted for the majority of permits, with 23,521 issued. Additional permits covered outdoor campaigns, classified listings, vehicle branding and billboards. Licences were also issued for real estate events such as project launches, seminars and open days, reflecting the sector’s diversified promotional landscape.
Service expansion
The network of registration trustee and real estate service offices also expanded, reaching 32 locations, marking a 14 percent increase. This growth has improved accessibility and strengthened the delivery of real estate services across the emirate.
Transactions processed through these offices rose to 282,661, up 5 percent compared to the previous year. Customer numbers increased by 7 percent, reaching 563,920 in 2025. The figures indicate growing reliance on trustee offices as a key interface between customers and the official real estate system.
The combined performance across valuation, permits and service delivery highlights the increasing role of support services in enhancing market efficiency. It also reflects ongoing efforts to strengthen regulatory frameworks and maintain transparency across Dubai’s real estate sector.
